On 14th June 2011, a high level Chinese delegation met with Mr Farouq Hussein  Zanki, Chairman of the Kuwait Petroleum Corporation  (KPC)  and the President of Kuwait Petroleum International Mr  Hussein E. Esmaiel, to discuss the latest developments in the joint venture between KPC and Sinopec, one of the world’s largest refiners, to build a refinery and petrochemical complex in Southern China.

The Chinese delegation was led by Mr  Liu Xiaohua, Chairman of the Standing Committee of the People’s Congress in Zhanjiang and Honorary Chairman of the Zhanjiang Branch of the Chinese Council for the Promotion of International Trade.

Final approval has been secured from the Chinese government to build the refinery on Donghai Island, near Zhanjiang City in Guangdong Province. The complex will have a refining capacity of 300,000 barrels of oil per day and will produce one million tons of ethylene each year.  Completion of the project is expected to be around 2014/15.

The two sides reviewed the work underway in preparation for constructing the petrochemical complex; this included plans for evacuating the proposed project area, carrying out a geological survey, constructing a bridge and power plant. Views were exchanged on how to overcome the obstacles involved in this complex project, so that work can be carried out professionally and to achieve the shared vision of creating a petrochemical complex and marketing network.
Minutes of the meeting were signed by Mr. Liu Xiaohua and Mr. Hussein Esmaiel to confirm what had been agreed and reinforce the cooperation between the two parties.
